Blood is mixed in the soil..
and the lives of even the good ones is lost..
[fakeer as such means a hermit, but here the lyricist is talking about good people in general, who haven't hurt anyone.]

Pairaan te kulhaadi paindi
Boohe (doors) band hoye Heeraan de
Lovers roam about the boundaries
Their feet have been cut (as they cannot cross borders)
and their beaus' doors are closed
[So lovers can't get a glimpse of each other]
Honi (fate) likhi ae lakeeraan di
Umraan de 'saab (hisab) muk gaye
Totte (pieces) labhe taqdeeraan de
The fate written is written by the boundaries,
Accounts of lives have been finished,
and one gets just the pieces of their lucks..
Matthe maaro lakeeraan te..
Dargahan de chiraag bujh gaye
Kothe dhaaye paye peeraan de
Now bow to these boundaries,
Lamps at the holy buildings have gone out.
Roofs of the holy people's (houses) have fallen.
